Dear Member of
Congress:
I am writing to express my strong
opposition to any social security reform proposal that
would include mandatory participation of state and local
employees into the social security system.
As
you know, when the Social Security Act was first enacted
into law in 1935 it specifically excluded state and
local governments from participating in the program.
Over the years the law has been amended to allow states
to participate. However, the State of California chose
not to include peace officers in the social security
system. If employees not previously covered by social
security and newly hired employees are required to
participate, there would be a devastating financial
impact on our state and county budgets and their
retirement systems.
